The citizens of Qidong foresaw that the beautiful homes of the past might be damaged, and they took to the streets to resist the discharge of toxic waste water from the Prince's Paper Mill to the waters near Qidong and called for the operation of "defending their homes". On the one hand, there is strong resistance from the people, and on the other hand, the pressure from the Japanese government. At this time, stopping the "Nantong Sea Relief Project" is not just stopping a project. It is also Japan's trust in Chinese technology. Economically and diplomatically, the Nantong government is in a dilemma.


In this situation, it seems that it is difficult to satisfy everyone in all aspects. Based on this, HC Network specially interviewed Dr. Zhang Chun, general manager of Jiuwu Hi-Tech Water Division, who was the implementer of the project at that time.


HC Network : Dr. Zhang Chun, how difficult was this situation at the time?

Zhang Chun : Due to the Nantong government ’s commitment to “permanently suspend construction” for the people, the unfinished sea drainage pipeline has become a “dead chess”: First, it denies sea drainage, and Japan ’s largest investment project in China, Oji Paper Pulp Pulp With nowhere to discharge, Nantong is facing compensation for breach of contract that may exceed 10 billion yuan. Apart from the economic impact, the most worrying thing is probably the negative diplomatic reaction. Second, the zero-emission technology is a negative voice. There is no precedent in the world for "zero discharge" of wastewater in this area. Some experts have also demonstrated that to achieve zero discharge, the initial investment alone will require nearly 3 billion yuan, more than double the 1.2 billion yuan required for the construction of offshore pipelines. Local finance will face a lot of pressure. Therefore, many people in the industry thought that "zero discharge of pulp tail water is impossible."


At this critical moment, the Institute of Membrane Science and Technology of Nanjing University of Technology actively requested and cooperated with Jiangsu Jiuwu High-tech Co., Ltd. to take over the worldwide technical problem of "zero discharge" of papermaking pulp wastewater. Next, they are waiting for a series of problems such as turning pulping wastewater into recyclable reclaimed water, industrial salt, dry mud, and achieving full recycling of wastewater.


HC.com interviewed Dr. Zhang Huiqin of the Jiuwu Hi-Tech Water Division, who participated in the research and development of this project, and let us know about the mindset of the scientific researchers who participated in the project at that time.


HC Network : Could you please briefly introduce what technical difficulties we encountered in the project of zero discharge of Nantong Prince Papermaking Wastewater?

Dr. Zhang Huiqin : The biggest difficulty of this project was that there were no successful cases at home and abroad for reference at that time. We accumulated a large amount of experimental data from scratch and gradually explored it. Work hard to overcome this problem.


HC Network : With such a large workload, what are some things that you find more memorable?

Dr. Zhang Huiqin : In a word, scientific success depends on continuous accumulation and verification and an extraordinary team spirit. In this project, we have carried out a large number of groundbreaking experimental work without a case to draw on, and mainly carried out process comparison and selection in multiple stages such as pretreatment, membrane concentration and evaporation crystallization. On the one hand, we organized small-scale trials at the South China University of Technology Membrane Institute to investigate the performance of the membrane and pretreatment system; on the other hand, we also carried out pilot studies on pulp enterprises with similar processes in Jiangsu, Anhui, and other places. The school has invested dozens of individuals in research and development at the same time. I also personally participated in the project's pilot, pilot, and project technical transformation research. Pilot studies have verified the feasibility and reliability of pretreatment processes and membrane concentration processes, and accumulated a large amount of pilot data. One experimenter became a "mechanical keyboard player" after long-time input of data. The performance was that his hands trembled while eating. We would all jokingly ask him if his chopsticks could hold the dishes. It can be seen that the amount of data was large at that time.


Although the difficulty is so great, the task is so difficult. However, the team of Nanjing University of Technology and Jiuwu Hi-Tech University did not forget their original intentions and continued to innovate. In response to the demand for industrial wastewater reduction, they put forward a research idea of "drying up the pulping wastewater" and invented efficient pretreatment, multi-film integration technology, A new process of zero discharge of membrane pulping wastewater combined with evaporation and crystallization, developed advanced technologies such as softening of effluent quality and collaborative control of membrane pollution, implemented the world ’s first zero discharge project of membrane pulping wastewater, and solved In response to the international problem of zero-discharge treatment of pulping wastewater, the industrial wastewater was converted into purified water and used as resources. It was selected into the National "Twelfth Five-Year" Scientific and Technological Innovation Achievement Award and became a model for solving social development problems with science and technology. The follow-up research team further promoted and applied the related results in the waste water recycling of pulp and paper, fine chemical industry, salt chemical industry, and pharmaceutical industry. The cumulative reduction of waste water by 130 million tons and more than 7,000 tons of COD resulted in significant environmental benefits. It has achieved very good economic and social benefits, and made important contributions to the high-quality economic and social development.


On January 10, 2020, the 2019 National Science and Technology Awards Conference was grandly held in the Great Hall of the People in Beijing.
